The RDSPD Program Review is a multi-phase continuous improvement process designed to assist the growth of a Regional Day School Program for the Deaf (RDSPD). It is conducted by the program and supported by a team of individuals who are familiar with the operations of an RDSPD. These individuals, called peer reviewers, provide support by analyzing data, reviewing procedures, and using that information to provide considerations for areas to target as the program develops its action plan for continuous improvement.
The Program Review assesses the program excellence indicators mandated by Texas Education Code § 29.313, which are aligned with the essential principles for effective education of students who are deaf or hard of hearing. These principles are described in detail in Optimizing Outcomes for Students who are Deaf or Hard of Hearing: Educational Service Guidelines (NASDSE, 2018).
A copy of the RSDPD Program Guide for the 2021 Pilot is available for download. Please note that this is a document created to help with the pilot and will undergo revisions before the "final" version is released! Please share any feedback with us so we can continue to improve the process.

The RDSPD Program Review Process is conducted in multiple phases over four years.

RDSPD Program Review Rubric
The RDSPD Program Review Process uses 34 indicators, which have been identified as essential components of an effective program for students who are DHH. These indicators have been organized into seven domains:
- early identification and intervention,
- assessment for special education,
- student programming and placement,
- student instruction,
- progress monitoring,
- program-wide policies and procedures, and
- qualified providers.
Each indicator includes guiding questions to help clarify the intent of the indicator. A list of possible artifacts and rubrics have also been developed.

RDSPD Program Reflection
One of the first activities that will be done as a program is to conduct a product reflection, allowing staff to consider what they know they already have in place and what could use some additional work. This reflection will be done annually to help guide continuous improvement.

RDSPD Staff Self Reflection
The staff self reflection will be completed online, and a PDF report will be emailed to the staff member completing the document. This document can be used by staff members to help with their T-TESS or other measure as part of their professional development growth planning.

RDSPD Program Review Staff Climate Survey
This survey will be completed by RDSPD staff electronically and will not be shared with supervisors individually. Once all of the surveys are compiled, the summary will be included in the report prepared by the Peer Review team.

Parent Survey - English
Parents will have the opportunity to respond to an electronic or hard copy survey in English or in Spanish.

SSA Administrator Survey
SSA members will be provided the opportunity to give feedback by completing an electronic version of this survey.
